Loudi Agricultural Development Limited is a specialized agricultural investment and operations company headquartered in Loudi, Hunan Province, China. We focus on high-yield rice variety localization and adaptive seed breeding for the East African market.

Our work in Rwanda centers on identifying and adapting high-performing rice varieties for local climatic and soil conditions — not simply transplanting technology, but developing solutions that work on the ground. We maintain close working relationships with Rwanda's Ministry of Agriculture (MINAGRI) and the Rwanda Agriculture Board (RAB).

Our overseas operations are fully compliant with Chinese outbound investment regulations, with completed ODI filings through the Hunan Provincial Development and Reform Commission and the Hunan Provincial Department of Commerce.

Systematic variety trials and adaptive breeding to identify rice cultivars that deliver high yields under Rwandan conditions.

Government Relations

Established institutional relationships with MINAGRI, RAB, and local district authorities in Rwanda, supported by Hunan provincial and municipal commerce bureaus in China.

AI-Powered Agriculture

Our AI agricultural assistant "Ask Loudi" provides multilingual knowledge support to farmers and agronomists in English, Chinese, and Kinyarwanda.

Over 30 years of experience in land development and cross-border project management. Previously led a hybrid rice demonstration base in Madagascar. Now based in Kigali, overseeing all Rwanda operations.

Senior agronomist with decades of field experience. Led national agricultural technical assistance programs in Nigeria and Liberia. Currently directing all agronomic trials and seed breeding operations in Rwanda.

Xinhua County Supplementary Farmland Development (2019)

Systematic development and reclamation of fragmented land parcels in Xinhua County. Successfully registered new arable land quotas through professional engineering and soil improvement.

Three-year comprehensive agricultural infrastructure project integrating field leveling, water management, road access, and mechanization readiness across multiple townships.

Xinhua County Farmland Restoration EPC (2022)

End-to-end engineering, procurement, and construction project for farmland reclamation, ensuring compliance with national arable land protection requirements.

Madagascar Hybrid Rice Demonstration Base

Managed a 38-hectare hybrid rice demonstration site in partnership with Yuan's Seed Industry. Achieved yields of 7.5 tonnes per hectare, establishing a replicable model for African rice cultivation.

Rwanda Rice Seed Breeding & Localization Program

Our core initiative in Rwanda, structured as a "One Hub, Three Zones" model: Kigali coordination hub; Muhanga District demonstration zone (linked to the Loudi–Muhanga sister-city framework); Kayonza seed breeding pilot site; and a planned large-scale production zone in Nyagatare/Muvumba, Eastern Province. The program focuses on identifying, adapting, and registering high-yield rice varieties suited to Rwanda's diverse agro-ecological conditions.
